Below final design you will be creating 



Step: - 1 Open your photoshop click on file menu for create new page.

Step:- 2 Select horizontal type tool and

 

Type your text that you want. for resize press Ctrl + T from keyboard.

Step:- 3 Click on layer menu --> Rasterize--> Type.

Step:-4 Click on layer menu --> Select Duplicate layer 

Press OK 

Step:- 5 Click on Edit menu --> Click  Fill

Content -White, Blending-Multiple, Opacity-100 Then OK

Step:- 6 Click on Filter menu --> Blur --> Gaussian Blur

Set Radius-2.0 px then OK

Step:- 7 Click on Filter menu --> Distort --> Polar Coordinates

Select Polar To Rectangular Then Ok

Step:- 8 Click on Image menu --> Rotate Canvas / Image Rotation --> 90 CW

Step:- 9 Click on Filter menu --> Stylize --> Wind

Step:- 10 For re-use wind Effect press Ctrl + F

Step:- 11 click on image menu --> Adjustments --> Auto level / Auto Tone

 

Again click image menu --> Adjustments --> Invert

Step:- 12 Click on Filter menu --> Stylize --> Wind

For re-use wind Effect press Ctrl + F

Step:-13 Click on Image menu --> Rotate Canvase / Image Rotation --> 90 CCW

  

Step:-14 Click on Filter menu --> Distort --> Polar Cordinate

Select Rectangular To Polar Then OK

Step:- 15 Select  Hard Light From Layer Plate

Note:- If you don't find Layer plate Click Window menu Then Select Layer

Step:- 16 Click on Image menu --> Adjustments --> Hue / Saturation

Mark on Colorize box, Set Hue-32, Saturation-90 and Lightness-0 Then OK
